ICPE Council 52nd Regular Session Report

The agenda of the 52nd regular session of the ICPE Council was as follows:

  1. Opening of the session by the President of the Council
  2. Adoption of the Proposed Agenda
  3. Confirmation of the Report of the 51th Session of the Council held on 7th September 2011
  4. Confirmation of the Report of the 2nd Special Session of the ICPE Council and 6th Special Session of the ICPE Assembly held on 28 March 2012
  5. Presentation of the Acting Director General's Report
    1. Concluded activities since 28 March 2012 - present
    2. Planned programme for the remaining mandate period (until June 2013)
  6. ICPE’s cooperation with international organisations and agencies

After the opening of the session by the ICPE Council President and the adoption of the agenda as well as the confirmation of the report of the last years  51st Regular session, 6th Special session of the ICPE Council and 2nd Special session of the ICPE Assembly, held on 28 March 2012, the Acting Director General presented his semi-annual report that was based on the concluded activities since March 2012 as well as programme priorities for the remaining period of his mandate until June 2013.

The main topics, presented in the  ADG's report concerning the concluded activities were related to the preparation of new short-term programmes, revitalization of the International MBA programme in cooperation with the Faculty of Economics, University of Ljubljana, establishing cooperation with UNIDO, organisation of the International Conference on Benefits and Challenges of PPP for Improving Energy Efficiency (24 October 2012, in Ljubljana, co-organised by KEN, Brussels), intensive contacts with representatives of countries, which have expressed their willingness to participate in ICPE’s programmes, and on this basis also for future membership in ICPE, activities related to the concept of  “sustainable development”, especially with regard to the functioning of protected areas, successful organisation of the Africa Day on 18 May 2012 on ICPE premises, meetings of the ICPE ADG with representatives of various institutions of the European Commission on 12 May 2012 in Brussels, establishing the ICPE Alumni Club and preparation of  two brochures: ICPE Short-Term Training Programmes brochure and Improving PE Performance by Training and Consulting.  The semi-annual Programme Report is available here. The main programme activities in the future are related to the ICPE Mission, which is based on management of the Public Enterprises. ICPE will focus on three key pillars: Education, organization of international conferences, counselling, while key priorities are based on reactivation of the existing Member Countries (MC), cooperation with candidate countries for membership in ICPE, continuing the conversations with some other IOs and agencies, with which preliminary discussions were already successfully held (UNDP – United Nations Development Programme, UNCTAD – United Nations Conference on Trade and Development, OFID – OPEC Fund for International Development) and realisation of the Memorandum on cooperation between ICPE and Government of the Republic of Slovenia. The cooperation with international organizations was explained by Mr Nenad Stanković, ICPE special representative in Vienna and the Council has made a consideration of the Report of PAG & FAS Committee held on 25th September 2012.

The key conclusions of the ICPE Council meeting were related to the re-activation of the ICPE Member Countries. One of the notions was related to writing off the dues of MC’s until and including the year 2011, if they pay the annual membership fee from 2012 onwards. The proposal is for ICPE to produce special tailor-made programs for the MS, according to their needs so that the countries will regain interest in the ICPE as an intergovernmental organization with long tradition and strong vision for the future.
